Saber rattlers certainly, warmonger as an honest description of someone hasn't worked for decades now. Maybe the Saddams or Ayatollahs of the 1980's? The occasional Israeli/Syrian/Hezbollah leader?

Are significant numbers of people stocking up on petrol, diesel fuel, heating oil, and other fuels ?

I have seen a few people filling jerry cans, but this is a fairly rural area with far more need of petrol in cans than would be the case in urban areas.

Nope. What for? Turns out that some geopolitical posturing using limpet mines hasn't bothered the markets much at all.

I siphoned gasoline out of a Honda ST1100 Pan-European to put in a jerry can to work on the fuel pump, but that has been about it. Plus my car uses electricity as a fuel, so those folks who still rely on non-renewable, nasty polluting liquid fuels, maybe a decent shortage is exactly what they need to wrap their mind about moving into the future of transport?

I just happened to have finished my three jerry cans and have just filled them up again. Pure coincidense though.

True. But there is a difference between war mongering and saber rattling. The connotation of one is worse than the other, as just one example. War mongering carries with it the idea that someone desires war, thinks it is useful in some way, is always aiming for it. Saber rattling is a time honored tradition of telling some other country that, they should know that if pushed, you might have to do something or another about it, war being just one of those options.

The definitions of words do matter.

Yep, and Bolton, Cheyney (remember him? couldn’t wait to attack Iraq under any pretence, so he pretended 9/11 was the reason and told Bush what to do.) Then there’s Rumsfelt et al. “Warmonger” is appropriate, “sabre rattling” is the sort of phrase supporters might use.
