Snopes does not properly confirm it.

What is true is that a law was passed by a US state house in I think the 1800s trying to change the value of pi. I cannot remember if it was the state senate or state house of representatives, but only one.

However, I do not think the idea that politicians have suggested the 2nd law of thermodynamics be repealed is in any way substantiated. Few politicians are aware of it or understand it anyway. (I was one of the few with a science degree in the 2010-15 house).
