Yes, isn't that always the case.
There are major gaps in our teaching of maths in schools, where statistics and probability has always been neglected and concepts like fat-tails and extreme events just never get a look in. It means we have a population that may (if they learnt their lessons) be able to calculate the height of a tall tree but don't understand how the world works.
